External and Corporate Relations Vice‑Presidency (ECR)
The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank's Regions and Global Practices and leads the management of reputation risk.

This role drives employee communications and executive messaging to cultivate an informed, engaged workforce and a unified leadership voice. The Manager oversees Employee Engagement and Events, Employee Content and Creative, Employee Web/Measurement and Sentiment, and Executive Communications and Messaging. The Manager plays a critical role in ensuring staff across the World Bank Group understand corporate priorities and that leadership communications are clear, inspiring, and consistent both internally and in alignment with external messaging.
Key Responsibilities
- Internal Communications Strategy: Design and implement an internal communications strategy that keeps employees informed about key initiatives and strategic changes, while inspiring them around the One World Bank Group mission. Ensure messaging is consistent, timely, and aligned with external communications so staff are ambassadors of the same core messages. Develop communications plans for organizational changes or initiatives (e.g., policy updates, culture programs) to facilitate smooth internal rollout.
- Employee Engagement and Culture: Oversee programs and events that drive employee engagement and strengthen the World Bank Group's organizational culture. This includes town halls, internal campaigns (e.g., innovation challenges, values weeks), recognition events, and staff surveys. Work with HR and other departments to plan and execute employee events that both inform and build community. Ensure two‑way communication channels are in place so employees can provide feedback.
- Content Creation and Management: Direct the creation of high‑quality internal content across various channels, including the World Bank Group intranet, internal newsletters, emails, and digital signage. Supervise a team of writers/designers producing employee focused content that is clear, engaging, and on‑message. Oversee the maintenance and user experience of the employee intranet or internal web, making it a go‑to hub for news and resources. Champion storytelling that features employee voices and success stories to foster a sense of pride and connection.
- Measurement and Sentiment Analysis: Implement tools and processes to measure the effectiveness of internal communications and gauge employee sentiment. Track metrics such as intranet engagement, email open rates, event participation, and pulse survey results. Analyze this data to identify trends in what content resonates or where gaps in understanding exist. Provide regular reports to ECR leadership on employee morale and communication effectiveness, along with recommendations for improvement.
- Executive Communications: Manage executive and leadership communications for internal and external contexts. Work closely with Senior Leadership communications officers to craft compelling messages that articulate vision and strategy to employees, including writing or editing SLT emails, video scripts, talking points for internal meetings, and presentations for employee audiences. Ensure the tone and content of leadership communications are consistent with the Bank Group's values and strategic priorities.
- Crisis and Change Communication: In partnership with Corporate Communications, take the lead on internal communications during crises or major organizational changes. Develop clear internal messages and FAQs during crises (e.g., security issues, significant policy changes, global events) so employees are accurately informed and know the World Bank Group's stance. Manage the rumor mill via prompt, transparent communications to staff.
Selection Criteria
- An advanced degree in communications, journalism, international relations, public affairs, or other related fields, and 12 to 15 years of substantial professional experience in positions of increasing complexity and responsibility.
- Demonstrated success in leading multi‑channel internal communications campaigns from planning to execution and evaluation. Familiarity with best practices for intranet content management, email communications, and collaborative tools. Able to craft messages that resonate with employees at different levels and across cultures.
- Proven experience writing and editing for senior executives, including speech writing and crafting strategic messages. Able to capture an executive's voice and communicate complex strategies in an accessible, inspiring way. Comfortable providing counsel directly to senior leadership on communication matters and handling confidential information with discretion.
- Exceptional writing, editing, and storytelling abilities. Can translate technical or complex information into clear, jargon‑free language. Creative in finding narratives that humanize leadership messages or highlight the impact of employees' work. Impeccable attention to detail in grammar, tone, and style.
- Strong interpersonal skills and emotional intelligence. Adept at building relationships across departments (HR, IT, business units) to champion a cohesive internal communication approach. Empathetic and listener‑oriented, in tune with employee perspectives. Able to manage and mentor a team of internal comms specialists, fostering a creative and open team environment.
- Knowledge of change management principles and how communication supports successful change adoption. Experience communicating during reorganizations, leadership transitions, or culture initiatives is desirable. Passion for driving a positive, inclusive workplace culture through communications.
- Ability to manage multiple projects and deadlines, often on short notice. Capable of quick, thoughtful turnarounds on urgent communications. Maintains a calm and positive demeanor during crises or high‑volume communication periods, setting the tone for the team and the organization.

Senior Freshwater Specialist – Green Climate Fund Secretariat (GEFSEC)
The GEF Secretariat (GEFSEC) is a Vice‑Presidential Unit within the World Bank Group and has approximately 100 professional, administrative and client support staff. GEFSEC is seeking a Senior Freshwater Specialist to join the Programming Division for program management, analytical, stakeholder engagement and policy needs, as described below.
Responsibilities
- Support GEF's mandate to deliver global environmental benefits by supporting developing countries in their commitments towards several Multi‑lateral Environmental Agreements.
- Work in a multidisciplinary technical team of environmental specialists including biodiversity, climate change, land degradation, international waters (transboundary freshwater and marine), and chemicals & waste.
- Support eligible countries in programming GEF resources, provide timely review and processing of project proposals submitted by GEF‑accredited agencies, and provide sound upstream guidance to project proponents.
- Support the International Waters (IW) Focal Area team and one or more GEF Regional Teams to ensure responsible and successful execution of the GEF Programming Directions and grant disbursement.
- Support regional and country‑level engagement with clients and stakeholders to ensure that GEF recipient countries optimize their IW investments to achieve global environmental benefits.
- Work under the guidance of the IW Focal Area Coordinator and report to the Manager of the Programming Division.
- Lead the integration of knowledge management tools and best practices to support the effective delivery of freshwater projects.
- Represent the GEF at a senior level at international, political, scientific and operational forums.
- Provide quality inputs to the CEO and senior management on country and thematic briefings, talking points, speeches, analytical/strategic documents and GEF knowledge management.
- Participate in outreach to relevant countries in international fora, particularly UN‑Water and related international freshwater instruments, as directed.
Qualifications
- Master's degree (or Ph.D.) in integrated water resource management, natural resources management, pollution prevention, environmental sciences or related disciplines.
- At least eight years (or five years with a Ph.D.) of experience in the field of integrated water resource management, natural resources management, pollution prevention, environmental sciences, or related disciplines.
- Deep experience and existing professional network within the international freshwater community is strongly preferred.
- Experience and expertise in freshwater conservation in Africa and Asia is strongly preferred.
- Working knowledge of the operations of the Global Environment Facility is strongly preferred.
- Ability to think analytically, strategically, and programmatically.
- Proven record of producing scientific reports, narratives, analyses and strategies.
- Experience with engaging and building respectful partnership with stakeholders, international organizations, development agencies, scientific and technical bodies, developing country counterparts, and NGOs.
- Excellent verbal and written communication skills in English.
- Knowledge of other UN languages, especially French, Spanish and Arabic, is desirable.

Business Strategy Lead Officer – IDB Invest (Washington, DC)
About this position: IDB Invest is seeking a dynamic, strategic, and results‑driven Business Strategy Lead Officer to join the Business, Planning & Resources team (BPR). The role facilitates business strategy, oversees transversal projects, and manages core enablers for the operational model.
Responsibilities
