Position Overview

The Water and Hydroelectric Services Director is responsible for leading the department by setting policies and managing various units. The role involves collaboration with other city departments to support infrastructure, operations, and services for Spokane's citizens. Key oversight includes maintenance and construction of reservoirs, wells, booster stations, and hydroelectric facilities, including the operation of the Uprriver Dam, a FERC-regulated hydroelectric project.

Responsibilities

• Ensure compliance with federal, state, and local water regulations.
• Supervise operations of water distribution and hydroelectric facilities.
• Coordinate with partners on capacity planning, rate setting, and development.
• Participate in meetings with agencies on water standards, conservation, and compliance.
• Communicate department activities to the public in cooperation with the Communications Department.

Qualifications

Candidates should have knowledge in municipal water system operations, water quality, regulations, and fiscal management. Ability to meet deadlines, work cooperatively, analyze studies, and engage in public speaking is essential.

Minimum Requirements

• Degree in Engineering, Business, Public Administration, or related field (preferred).
• Eight years of responsible experience in public utilities, with four years in supervisory roles.
• Certifications in Cross Connection Control and Water Distribution Manager IV or ability to obtain within a year.
