The Opportunity:

As a Contract Specialist 2, you will be responsible for organizing, planning, conducting and implementing contract compliance activities for the Department of Children, Youth and Families (DCYF). This includes administering, managing and ensuring that DCYF contracted entities adhere to contracted terms and conditions, as well as all applicable regulations, laws and policies as outlined within DCYF contracts. This position ensures contract adherence by implementing all DCYF Contract, Procurement and Purchasing Office Standard Operating Procedures (SOP's), DCYF Administrative policies, and contracting policies for the State of Washington. In this Contracts Compliance Specialist position, you will rely on your ability to work under tight deadlines, adapt to changing priorities, and seek out creative solutions while delivering first class customer service, as well as building strong business relationships while you support the contract compliance process. These efforts ensure that services provided to DCYF clients contribute to the protection of children, so that children and youth grow up safe and healthy, in strong family environments that flourish.

You will conduct in-person, on-site contract compliance reviews to ensure contractor compliance with contracted terms and conditions. This will involve following the compliance process, scheduling reviews within your regional area of responsibility (Region 1 & 2), reviewing documentation, understanding child welfare client services contract language to ensure compliance, participating in team meetings, writing compliance agreements and final reports, and providing training to regional staff.

This position requires the incumbent to travel several days a week within region 1 and 2 and other DCYF regions as assigned, to conduct on-site contract compliance reviews. This may involve occasional overnight stays. The incumbent will also occasionally participate in out-of-state contract compliance reviews as assigned, involving multi day, overnight stays.

Some of what you will do:

  • Plan, develop, initiate, schedule, attend and conduct on-site contract compliance reviews for all licensed contractors.
  • Conduct in-person, on-site contract compliance reviews to ensure contractor compliance with contracted terms and conditions.
  • Conduct on-site compliance reviews for any of the DCYF contracted array of services, including Child Welfare (CW), Early Learning (EL) and Juvenile Rehabilitation (JR).
  • Identify and resolve areas where the Contractor is out-of-compliance with the contracted terms and conditions of the executed contract/agreement.
  • Coordinate with Regional Contract Team Supervisors, Regional Contract Specialists, Regional & Headquarter Program Managers and Regional Licensing Managers according to Standard Operating Procedures and DCYF Administrative Policies, to develop yearly compliance and monitoring plans.
  • Communicate essential information, including policy, practice, standards, tools and forms between the Contracts, Procurement & Purchasing Office and regional/headquarters program, licensing, fiscal divisions and DCYF management.
  • Determine, schedule, track, and conduct contract compliance training to contractors using training material approved by the Contracts Compliance Manager.
  • Participate as an instructor when assigned by the Contract Compliance Manager, for statewide contract compliance training to internal staff, external staff, stakeholders, and Contractors.
  • Participate in reviewing policies procedures, SOP's, guidelines, tools and forms for improvement and needed revisions.
  • Participate as a member of committees, meetings, trainings and other collaborative activities as assigned by supervisor.
  • Provide on-site Technical Assistance (TA) to Contractors as part of the Compliance Review process.
Required qualifications:
  • Equivalent combination of education and experience totaling six (6) years.
OR
  • A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field. AND Two (2) years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis, contract compliance administration or conducting activities such as inspections, investigations, enforcement of policies/regulations/laws.
Note(s):
*A Master's degree in one of the above academic disciplines may be substituted for one (1) year of experience.

*Additional qualifying experience may be substituted, year for year, for education.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Experience in interpreting contract language and applying policies, procedures, state and federal laws.
  • Experience working with customers from varying backgrounds and experience.
  • Experience adapting to changing work environments, work priorities and organizational needs.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
