Description:

DEPARTMENT PURPOSE

Provide safe and reliable drinking water services for the health and safety of the community by maintaining the water system infrastructure and ensuring adequate water for fire protection.

POSITION PURPOSE

Responsible for providing leadership in the Water and Hydroelectric Services Department by setting policies and directing various functional units. Facilitates collaboration with other Public Works and City departments to support infrastructure, operations, and services for the citizens of Spokane. Oversight includes maintenance and construction, operations of reservoirs, wells, booster stations, taps, and meter systems, as well as project planning, coordination, and management. This role also manages the operation of the City's Upriver Dam, a FERC-regulated hydroelectric project, and all associated facilities.

SUPERVISION EXERCISED

Holds complete responsibility for guiding, training, mentoring, developing, and directing all employees within the department. Provides leadership and team-building strategies to both direct and indirect reports in professional, administrative, and technical roles.

KEY RESPONSIBILITIES

  • Ensure compliance with federal, state, and local public potable water regulations, including pending legislation.
  • Stay current with OSHA, WISHA, and FERC regulations, providing supervision and control to ensure compliance for employees and the public.
  • Oversee the operation of the City's water distribution system and hydroelectric facilities.
  • Collaborate with partners on studies related to capacity planning, rate setting, programming, and development; analyze impacts and develop future plans.
  • Participate in meetings and hearings regarding public utilities, and work with agencies on water standards, aquifer protection, water conservation, and regulatory compliance.
  • Coordinate with the Communications Department to provide timely updates on department operations and community impact.
  • Perform related duties as assigned.

REQUIREMENTS

Knowledge of

  • Operations, personnel, and fiscal management of municipal water systems.
  • Water quality and public health requirements, and legal operation standards.
  • City codes, ordinances, and safety regulations.
  • Cross-connection control.
  • Fiscal budgeting and funding processes.

Ability to

  • Meet deadlines and work under pressure.
  • Work cooperatively and maintain positive relationships.
  • Adapt to duties as assigned, prioritize, organize, and plan work.
  • Analyze studies and develop recommendations.
  • Engage in public speaking to diverse audiences.
