Under the direction of the Deputy Superintendent, the Executive Director of Facilities and Planning provides leadership and oversees the Capital Projects, Maintenance, and Custodial Departments in the School District. This includes administrative work related to facility planning and providing leadership for maintenance and custodial services in conjunction with the administrative teams of each department.

SALARY: $141,950-$169,492 Experience increments depend on experience in the same or similar position. Promotion or transfer placements will be determined by percentage of increase and consideration of appropriate experience credit.
Responsibilities

  1. Provide leadership and oversight to the Capital Projects, Maintenance and Custodial Departments in support of the district's strategic plan and operational success.
  2. Exhibit and promote effective and collaborative working relationships amongst the Capital Projects, Maintenance, and Custodial Departments and with School Support Services administrators, the District's Leadership Team and other school administrators.
  3. Work closely with the Deputy Superintendent, other members of the Superintendent's Leadership Team, and all district departments in support of effective organizational execution of the strategic plan and key initiatives.
  4. Lead short and long-range facility planning, and provide administrative support for potential school attendance boundary adjustments at the direction of the Associate Superintendent and in coordination with Capital Projects and Finance Department administration.
  5. Under the direction of the Deputy Superintendent assist in preparing bond planning options, including estimated project costs, for school board consideration, working closely with Capital Projects and Finance Department administrators.
  6. Prepare and deliver presentations to the school board, citizen groups, neighborhood organizations and other stakeholder groups regarding facility needs and planning.
  7. Articulate to various local and state officials the School District's strategic initiatives and alignment of programs related to Capital Projects, Maintenance and Custodial Projects in a manner that supports organizational success.
  8. Oversee Capital Projects Department selection of consultants, architects, engineers, design teams, contractors, and other professional service providers to include fee negotiations and contractual agreements.
  9. Oversee Capital Projects Department implementation of major and annual facility improvement and replacement projects, including monitoring of project budgets.
  10. Assist Director of Business Services, in cooperation with Capital Projects Department, with property research, evaluation and recommended acquisition.
  11. Oversee Maintenance and Custodial Department operations and planning to include evaluating and recommending improvements and efficiencies within the departments, as needed.
  12. Review and evaluate regulatory requirements for successful implementation of new regulations within the effected departments.
  13. Oversee and provide leadership to Maintenance, Custodial and Capital Projects administration related to personnel matters, including hiring, supervision and professional development/training.
  14. With assistance from administrators in Maintenance, Custodial, and Capital Projects, prepare annual departmental budgets for the Deputy Superintendent and Superintendent's Leadership Team's consideration.
  15. Supervise work performance of Maintenance, Custodial and Capital Projects administrators and evaluate the performance of those who report directly to the executive director.
  16. Participate in professional organizations as appropriate for program enhancements and improvements through collaboration with colleagues.
  17. Serve as a member of district bargaining team and participate in various labor relations activities to support effective working relationships with applicable bargaining unit staff members, including resolving labor relations issues as appropriate in cooperation with Human Resources.
  18. Interpret the programs, philosophy, and policies of the district and departments to staff, students, the community, and other district stakeholders as appropriate and help facilitate implementation of programs as appropriate.
  19. Serve as a member of the School Support Services leadership staff and as a key resource for staff, community and other stakeholders.
  20. Perform other tasks and assume other responsibilities as the Deputy Superintendent may assign.
Qualifications
  1. Demonstrated knowledge and experience for successful completion and execution of the job responsibilities listed.
  2. B.S. or B.A. degree in education, public administration, architecture, construction project management, engineering, business, or related field.
  3. Minimum of ten years of progressively responsible experience in facility planning, project management, educational leadership and oversight of maintenance and custodial operations preferred.
  4. Washington State Administrator credentials preferred.
  5. Demonstrated skill in the effective management of people, time, materials, and equipment in a complex technical and governmental environment, including experience working with organized labor.
  6. Ability to establish and maintain effective relationships with departmental officials, employees, consultants, contractors, District administration, school board, and various representatives of City, County, State, and Federal regulatory agencies.
  7. Excellent interpersonal, written and verbal communication skills focused on systems leadership.
  8. Knowledge of union-based work environments and adhering to multiple collective bargaining agreements.
  9. Skilled in conflict mediation and problem resolution.
  10. Ability to make accurate and immediate decisions.
  11. Demonstrated ability to utilize presentation software and web-based project management applications.
  12. Demonstrated experience working with individuals with varying socio-economic, racial, and cultural backgrounds.
  13. Must have a Washington State driver's license and evidence of a good driving record.

  2. Stipends, Leave Accruals and Holidays - Stipends, leaves and paid holidays are in accordance with the applicable collective bargaining agreement as negotiated.
