Director - Transportation

Description:

The Transportation Director is responsible for the delivery of safe and efficient transportation of students. The Director provides leadership and skillful management to all aspects of transportation including the development and implementation of efficient routing, driver assignments within budgeting constraints and maintenance of vehicles. The Director's oversight includes the ongoing recruitment and training of drivers and support staff, as well as the creative development of transportation programs for students to support educational activities.

ESSENTIAL FUNCTIONS

1. Provide positive team building leadership and skillful management.
2. Supervise all functions of the transportation department. Develop and implement an organizational structure and appropriate procedures to insure quality service while maintaining the best use of resources.
3. Responsible for the establishment and assignment of efficient regular and special education bus routes, schedules, and stops.
4. Responsible for development of route and student load information submitted to the Office of the State Superintendent of Public Instruction annually for state funding purposes.
5. Establish and maintain a positive public relations program designed to promote understanding of and support for the district transportation program and the district. Meet with parents, the community, and outside agencies as appropriate to support the delivery of quality service.
6. Manage the vehicle maintenance program with an emphasis on vehicle safety and preventive maintenance.
7. Assess needs and recommend budget designed to implement long-range transportation plans and goals. Develop, forecast, and administer budget for transportation department.
8. The director will take a lead role in determining attendance boundaries for new schools or adjustment to existing boundaries. May facilitate citizen committee meetings to develop recommendations for boundary changes.
9. Check roads during periods of inclement weather and assess the feasibility of transportation operation. Recommend delay or cancellation of transportation service as appropriate.
10. Conduct accident investigations and supervise accident reporting to appropriate law enforcement and insurance agencies.
11. Make presentations to parents, community groups, local government or state agencies, and the school board regarding transportation requirements and programs. Will serve as liaison to transportation planning committees.
12. Protect confidentiality of entrusted information.
13. Perform such other duties as may be assigned by the Executive Director or the Superintendent.

REPORTING RELATIONSHIPS
This position reports to the Executive Director of Operations.

MENTAL DEMANDS
Experience frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may deal with distraught or difficult individuals.

MINIMUM QUALIFICATIONS OF THE IDEAL CANDIDATE:

Education and Experience
Bachelor Degree or higher in Public or Business Administration preferred. Demonstrated successful experience in a position of leadership/teambuilding and management for three or more years preferred.

Required Knowledge, Skills, and Abilities
Knowledge of: current student transportation trends, resources, and issues; relevant laws, rules, and guidelines; budgeting and financial management.
Demonstrated skill in: leadership, teambuilding, supervising staff; effective oral and written communication; effective public relations; establishing and maintaining effective, positive relationships with a variety of individuals; providing vision and program direction; problem resolution; transportation planning; routing, scheduling, and map reading; computer applications appropriate to student transportation.
Ability to: organize priorities, and manage time effectively; motivate staff; supervise, coach, and train others; evaluate performance; develop and monitor budgets; communicate sensitive information to administrators, parents, and the community.

Licenses/Special Requirements
Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury or neglect of a minor.

UNIT AFFILIATION
This is a non-union, Director Level 2 exempt position.
