We have a new career opportunity for a Principal Civil Engineer on the Development Review team. This position involves performing complex professional and administrative work in applying engineering services to various Public Works planning, development, and design projects. The role serves as a lead reviewer for large, high-profile development projects in the city, coordinating Public Works reviews on predevelopment submissions to ensure compliance with city standards and determining public improvement requirements for permit projects. Responsibilities include reviewing plans for right of way, water and sewer, stormwater management, and sediment control, handling technical issues, ensuring legal and policy adherence, managing multiple projects, and meeting deadlines under the guidance of the Engineering Supervisor.

Functions of all Principal Civil Engineers

1. Supervise and coordinate the review of construction plans and specifications for Public Works projects and development permits.
2. Review complex engineering plans and reports for compliance with standards and regulations.
3. Assess and recommend updates to city codes based on federal, state, and non-governmental standards.
4. Review development projects for impact on water and wastewater infrastructure and recommend improvements.
5. Conduct studies, recommend policies, analyze fees, and rates to meet division goals.
6. Interpret designs, advise on design intent, and resolve conflicts during construction.
7. Prepare and review plans, studies, and estimates for various projects.
8. Supervise lower-level engineers to ensure quality and compliance, maintaining project status reports.
9. Coordinate permits and project approvals with city departments, agencies, and utilities.
10. Review standards and regulations, recommending modifications as needed.
11. Assist inspection personnel and respond to public inquiries and community meetings.
12. Evaluate development proposals and establish requirements to ensure compliance with codes and standards.
13. Draft legislation to update city codes in line with current standards.
14. Resolve inquiries and complaints related to departmental codes.
15. Assist in budget and administrative duties, supervise engineers and consultants, and respond to emergencies as needed.

Functions of Development Review

• Review stormwater management proposals and recommend appropriate measures.
• Coordinate reviews and recommendations on predevelopment submissions for compliance and public improvement requirements.
• Review site and subdivision plans, recommending permit conditions.

Education and Experience

Bachelor's degree in civil or environmental engineering from an accredited university, plus seven (7) years of progressively responsible experience, or equivalent education and experience.

Special Qualifications

• Licensed Professional Engineer registered in Maryland within one year of employment.
• Desirable: Certification as a Project Management Professional (PMP).
• Valid driver's license required.

Skills include knowledge of civil engineering principles, standards, government procurement, project leadership, communication, software proficiency (AutoCAD, GIS, modeling tools), and the ability to review complex plans and establish effective working relationships.
