Procurement Supervisor

Description:

  • Leads daily purchasing operations and drives the development of strategic policies, workflows, and tools to enhance efficiency, consistency, and overall effectiveness
  • Assists school and district leaders with procurement planning to align with timelines and objectives, and advises staff on procurement laws to ensure regulatory and operational compliance
  • Identifies and implements cost-saving strategies through vendor negotiations, pricing analysis, and leveraging cooperative purchasing agreements to maximize value and efficiency
  • Manages competitive procurement processes, from bid development to evaluation, ensuring clarity, compliance, and fair selection
  • Supports the Business Services Leadership Team, contributing to a collaborative culture aligned with district goals
  • Ensures the accuracy and integrity of the vendor database and provides guidance to vendors in understanding and navigating district procurement processes and opportunities
  • Oversees the purchase requisition process, ensuring accuracy, proper funding approvals, and timely renewal of contracts and blanket purchase orders aligned with the fiscal year
  • Designs and delivers procurement, travel, and contract training for staff and administrators
  • Manages contract review and updates, ensuring accuracy and alignment with district needs
  • Ensures timely reporting of board documents, including contracts, surplus declarations, and interlocal agreements
  • Administers the district credit card program, including policy development, usage monitoring, and spending limits
  • Conducts periodic audits of small and attractive items and coordinates tracking efforts to ensure accuracy, accountability, and compliance
  • Oversees risk management activities, including safety, WA State Department of Labor & Industries (L&I) claims, and Risk Pool reporting and representation
  • Researches procurement requirements and supports the development and revision of board policies and administrative procedures to ensure alignment with current laws and best practices
  • Prepares documentation for public records requests and supports special projects
  • Participates in staff and department meetings
  • Works collaboratively within the professional learning community of the school and district
  • Performs other duties as assigned
  • Reports to work with regular and reliable attendance and punctuality
  • Upholds board policy, district and building policies and goals

Minimum Qualifications:

  • Associate degree in Accounting, Business Administration, Public Administration, or a closely related field
  • Four (4) years of progressively responsible procurement or purchasing experience
  • Minimum of (1) year of experience in a lead, supervisory, or coordination role

Preferred Qualifications:

  • Bachelor's Degree in Accounting, Business Administration, Public Administration, or a closely related field
  • Public sector procurement experience within a school district, municipality, or other state agency
  • Possession of Washington Association of School Business Officials (WASBO) certification, reflecting professional expertise and commitment to excellence in school business operations
