Description:

The Director of Budget and Finance assists the Chief Financial Officer in the leadership and management of all aspects of the financial operations of the district including financial analysis and support for collective bargaining and contract maintenance. The position is directly responsible for the preparation and maintenance of the districtwide budget (F195) and the supervision of payroll, purchasing and grants.

ESSENTIAL JOB FUNCTIONS

1. Directs and manages the day-to-day activities of the budgeting and financial planning activities of the district. Analyzes a variety of financial and staffing information for the purpose of providing direction and support to district leadership and staff, making recommendations, maximizing use of funds, and ensuring overall operations are within budget and compliant with laws and regulations.
2. Monitors federal, state, and local emerging and implemented legislation and regulations to
anticipate/project compliance implications and analyze finance/business-related impacts to the district.
3. Directly supervises and evaluates Payroll Manager, Manager of CEDARS & Enrollment, Business Clerk, and Financial Analyst positions.. Assigns, reviews, schedules and plans work. Trains or provides training and professional development opportunities, motivates staff and resolves staff conflicts.
4. Coordinates the development and oversees the preparation of the district's budget and related state reporting requirements (F203 and F195 Reports).
5. Oversees and supervises the budget and fiscal compliance requirements and implications of grants and categorical funding.
6. Provides data analysis and recommendations to the Chief Financial Officer, senior staff, and other district management and staff in all financial matters, including budget, bargaining, payroll, enrollment reporting, staffing allocations, grant compliance, and other matters with fiscal impacts.
7. Coordinates the maintenance of budget and financial processing, monitoring and reporting systems providing training and in-service opportunities for district and support staff as necessary.
8. Analyzes and evaluates all existing systems, procedures and policies of the business office; recommends and implements improvements as appropriate.
9. Assists the Chief Financial Officer in developing enrollment and revenue projections.
10. Assists the Chief Financial Officer in developing, calculating, and maintaining district wide staffing allocations.
11. Assists the Chief Financial Officer in developing and preparing fiscal analysis and recommendations for contract negotiations.
12. Assists the Chief Financial Officer with oversight of the Capital Projects Fund and timing of bond issues.
13. Assists the Chief Financial Officer in developing and projecting levy submissions and rates of collection.
14. Assists the Chief Financial Officer in interpreting federal, state, and local laws and regulations affecting the financial status and procedures of the district.
15. Keeps the Chief Financial Officer informed of the financial status of the district.
16. Reviews and approves all purchase requisitions to ensure budget control.
17. Teams with the Director of Accounting and Purchasing to develop and manage the district chart of accounts. Maintains the district chart of accounts in the Skyward financial software and finance web page; assigns account codes as necessary to provide for the analytical needs of the district.
18. Collaborates effectively with others throughout the district to plan, address issues, and solve problems.
19. Presents information to the Board, Superintendent, district staff, and public for the purpose of conveying financial information.
20. Coordinates with other business office staff to ensure the accuracy of financial data.
21. Teams with staff in drafting or revising policy and procedure changes for board consideration to accomplish district and board goals.
22. Directs or performs internal audits as necessary.
23. Coordinates collection of information related to various financial audits and inquiries verifying accuracy of fiscal records.

REPORTING RELATIONSHIPS
This position reports to the Chief Financial Officer. This position supervises the Payroll Manager, Manager of CEDARS & Enrollment, Business Clerk, and Financial Analyst positions.

MENTAL DEMANDS
Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; may occasionally deal with distraught or difficult individuals.

MINIMUM QUALIFICATIONS

Education and Experience
Bachelor's degree in accounting or closely-related field is required. Five years of responsible school district accounting experience required. School District budget/accounting/payroll/reporting experience preferred. CPA license preferred. Microsoft business software applications expertise, such as EXCEL, preferred.

Required Knowledge, Skills, and Abilities
Demonstrated proficiency in computer applications. Knowledge of principles of accounting as related to school district fiscal procedures. Demonstrated interpersonal and collaborative skills. Ability to analyze fiscal process/procedure problems and develop/implement solutions in a positive way. Ability to establish and maintain effective, positive working relationships with a variety of other individuals and groups. Ability to maintain strict confidentiality. Ability to coordinate activities to produce results. Skill in detecting errors and verifying data. Ability to collect data and analyze patterns. Ability to construct, implement and monitor timelines and meet deadlines on projects and reports.

Licenses/Special Requirements
Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation, abuse, injury, or neglect of a minor.

UNIT AFFILIATION
This is a non-union, Director Level 2 exempt position.
