Capital & Facilities Accounting Manager

Description:

  • Serves as the primary financial liaison between the Capital Projects and Business Services Departments
  • Leads accounting functions with a focus on capital and public works projects, ensuring compliance with all applicable regulatory, financial, and operational standards related to governmental accounting and capital project management
  • Determines and confirms public works project classification; ensures vendor compliance by verifying registration with Washington State Labor & Industries (L&I) and other regulatory bodies, while collecting, tracking, and validating required documentation, including but not limited to insurance certificates, performance bonds, and agency releases
  • Oversees compliance and reporting for state and grant-funded capital programs, including state match claiming and management, by coordinating required documentation, approvals, and project milestones to ensure funding eligibility, regulatory compliance, and audit readiness
  • Develops and maintains robust digital and physical recordkeeping systems to manage critical property documents, such as Certificates of Occupancy, easements, surveys, and permits, among other required records, ensuring full compliance with retention laws and regulatory requirements
  • Manages project financial data, including cost tracking, encumbrances, change orders, and budget adjustments; prepares accurate payables, resolves billing issues, ensures timely payments, and processes journal entries for overhead allocation and payroll corrections
  • Directs project closeout processes by verifying receipt of all final records, manuals, affidavits, and payment documents; prepares and monitors board materials and resolutions for project milestones and approvals; ensures timely completion notifications to the school board and state agencies
  • Leads cross functional collaboration among district departments, accounting, contractors, and vendors to maintain seamless communication, resolve issues quickly, and ensure coordinated project execution; builds and sustains strong vendor relationships that promote compliant, responsive, and reliable support
  • Manages ongoing updates and maintenance of the capital projects fund chart of accounts, ensuring alignment with district objectives, compliance with regulatory standards, and adherence to accounting best practices
  • Participates in staff and department meetings
  • Works collaboratively within the professional learning community of the school and district
  • Performs other duties as assigned
  • Reports to work with regular and reliable attendance and punctuality
  • Upholds board policy, district and building policies and goals

Minimum Qualifications:

  • Bachelor degree or equivalent in Accounting or Finance
  • Four (4) years increasing responsibility
  • Accounting experience
  • Two (2) years of training or supervisory experience

Preferred Qualifications:

  • Experience in a public sector or governmental accounting department, with a focus on supporting public work and capital projects in compliance with regulatory and operational standards
  • Possession of Washington Association of School Business Officials (WASBO) certification, reflecting professional expertise and commitment to excellence in school business operations.
