Purpose

To oversee accounting department functions in conjunction with the Chief Financial Officer. Plan, direct, monitor and review daily workflow for A/R, A/P, P/R, G/L, capital and grant activities while developing best practices in daily operations of the accounting department. Act as backup to each of the functions. Assist CFO as necessary.
Major Responsibilities

• Plan, organize and control department activities, staffing and training within Airport guidelines.
• Champion continuous improvement and development opportunities to assigned employees.
• Review and evaluate the performance of direct reports. Provide regular informal and formal feedback; meet regularly with direct reports to identify and resolve challenges; provide guidance and direction to correct deficiencies; and implement corrective measures, if needed.
• Oversee the hiring, supervision, training, evaluation, and discipline of all assigned department employees.
• Responsible for daily review and approving work of the A/R, A/P, P/R, G/L, capital and grant personnel to ensure proper recording and tracking.
• Ensure compliance with accounting standards.
• Responsible for reviewing and approving journal entries and adjustments prepared by department personnel.
• Responsible for reviewing and approving invoices of other departments for proper GL coding, relevant tax(es) and capitalization thresholds.
• Review current processes and make recommendations for development of best practices in the Airport environment.
• In conjunction with CFO, direct, develop and implement accounting policies, controls and procedures, including new GASB pronouncements.
• Maintain integrity of current and future software accounting systems.
• Assist with accounting, financial, budgeting, and other business process improvements, internal controls and maintaining accurate financial records.
• Act as system administrator for accounting specific software programs.
• Develop method to implement, maintain and monitor conversion to an integrated enterprise resource planning (ERP) system.
• Assist CFO in preparing internal and external reports.
• Assist in preparation of annual ACFR, single audit, Passenger Facility Charge (PFC) and state accountability audits.
• Assist in identifying internal areas of discrepancies, deficiencies and any suspected fraud or areas of heightened risk; develop list of possible solutions to identified areas.
• Support and participate in future debt financings.
• Research and analyze complex accounting, financial, and tax related transactions.
• Assist other Finance and Accounting staff members and management as needed.
• Perform other tasks as assigned.

Qualifications

Education/Experience:

• Bachelor's degree from an accredited college or university with a major in Accounting, Finance, Business Administration, or other related field.
• At least ten (10) years progressively responsible experience with some supervisory experience. Preference of at least three (3) years of managerial experience. A combination of education and experience may be considered to meet the requirements of this position.
• CPA/CMA license strongly preferred.
• Prefer experience in, or exposure to, enterprise fund accounting.
• Experience in government accounting preferred but not required.
• High-level working knowledge of computerized accounting systems.
• Knowledge of Washington State Sales and Excise tax reporting.

Physical Requirements:

• Requires the ability to lift, carry, push and pull objects up to 30 pounds.

• Extensive wrist and hand movements required for frequent keyboarding and use of office equipment.

Working Conditions, Travel, Environment and Potential Hazards:

• Most work is performed in an office environment with limited exposure to other areas of the Airport.? There may be occasional travel required for continuing professional development. This position requires hours outside of regular work schedule, which may include evenings and weekends.

Equipment Operation Required:

• Personal computers, related software, fax/copier, calculators, phone system.

Spokane Airport provides a generous benefit package. Currently, we cover employee at 100% and dependents at 90% of the premium cost. We offer four plan choices for medical coverage (includes vision) through Kaiser Permanente. The Airport contributes to a Health Savings Account (HSA) for high deductible plans and a Health Reimbursement Account (HRA) for the other plans. Dental coverage is through MetLife. Additionally, the Airport provides life insurance at two times the annual salary. Optional life insurance is also available. Short term and long term disability is also provided by the Airport. Retirement is through the Washington State Department of Retirement System - PERS Plan. The Airport provides an employee assistance program through BHO, and an employee wellness program. Parking is provided.

The Airport recognizes 11 holidays. Vacation is earned at eight (8) hours a month for the first five (5) years and increases every five (5) years. Sick leave accrues at eight (8) hours a month. The Airport also provides military and jury leave.
