Overview

West Region Alternative Delivery Lead position at HDR within the Power Sector, Power Delivery Practice. The role is part of HDR's national Alternative Delivery (AD) Leadership Team and focuses on planning, pursuing, managing, and delivering power delivery AD projects in the electric transmission, substation, distribution, and renewables (medium/high voltage) markets. The role drives collaboration between HDR's global power delivery staff and construction partners, with an emphasis on mitigating engineering risks associated with AD projects.

Primary duties include leadership of the West Region AD program and collaboration with business development, operations and technical leadership to develop opportunities, markets and staffing plans. The FEED team may include substation and transmission professionals and supports GO/No-Go decisions, risk assessments, proposals, and negotiations.

Reporting: to Power Sector Alternative Delivery Director.

Responsibilities

  • Provide overall leadership and responsibility for elevating the power delivery AD program within HDR's West Region (covering AK, WA, OR, ID, MT, CA, NV, UT, AZ, NM, HI).
  • Partner with business development, operations and technical leadership to develop new opportunities, markets and staffing plans.
  • Drive teaming agreement negotiations with potential construction partners aligned with HDR's goals and initiatives.
  • Lead and drive development of a power delivery front-end engineering and design (FEED) team to evaluate and mitigate technical risk of AD opportunities prior to and during Go/No-Go. FEED team may include substation physical, substation electrical, transmission structural/foundation, distribution and/or site civil specialists.
  • In collaboration with technical teams, review AD project intel, opportunities and RFPs to estimate technical investments prior to Go/No-Go.
  • Assist in Go/No-Go discussions, risk assessments, SOQs, proposals, interviews, and negotiations as required.
  • Work with pursuit teams to develop scope, schedule and budget, focusing on AD-specific activities and risks (procurement support, construction support, critical path scheduling, etc.).
  • Provide AD best practice guidance to pursuit and project delivery teams.
  • Collaborate with HDR regional and area operations leaders, market sector leaders, practice leaders, project managers, commercial managers and project teams to deliver high-quality engineering, environmental, real estate, geospatial and construction support services for power delivery AD projects.
  • Drive development of AD project teams, including AD project managers, technical leaders, project controls and commercial managers; roles specified in coordination with the AD leadership team.
  • Act as a senior advisor during AD project execution; provide project delivery support including contract administration and management.
  • Serve as Project Manager or Engineering Manager on select power delivery projects, including both AD and traditional delivery.
  • Oversee a production section including project delivery, staffing, recruiting, quality, utilization, workload forecasting, work-sharing, safety and morale.
  • Mentor and develop other employees.
  • Perform other duties as needed.
  • Report to Power Sector Alternative Delivery Director.

Qualifications

  • Preferred: Bachelor's degree in Electrical, Civil and/or Mechanical Engineering, Construction Management, or related field.
  • Minimum 15 years of power delivery experience.
  • Minimum 5 years building and/or managing engineering teams on EPC projects.
  • Strong leadership and project management skills with experience coordinating multiple remote teams.
  • Understanding of contractual risk and mitigation strategies in AD models.
  • Proven experience managing projects, client relationships, proposal development, and business development.
  • Self-starter with excellent writing and communication skills; strong problem solving, organizational and collaborative abilities.
  • Proficient with Microsoft Office and conferencing platforms (Zoom, WebEx, Teams, etc.).
  • Up to 30% travel.
  • Professional Engineer licensure or DBIA certification is preferred.

Required Qualifications

  • Bachelor's degree in related field
  • 10 years related experience
  • At least 5 years of project management experience
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Ability to interact with diverse design teams and strong organizational, project management and communication skills
  • Active participant in HDR's employee-owned culture

Targeted salary range for this position is $118,703 - $245,000, depending on experience and location.
