Location: Washington, DC (Onsite – 2235 Shannon Place SE, Suite 3031)
Schedule: Monday – Thursday, 32 hours per week
Duration: Four (4) months, with possible extension based on performance and funding availability
Dhaka Technologies Limited is seeking a WIOA Analyst to provide operational and compliance support to the District of Columbia Workforce Investment Council (WIC). The analyst will assist the One-Stop Operator (OSO) team in ensuring effective coordination, compliance, and continuous improvement across all American Job Centers (AJCs) within the District.
This role is ideal for professionals with experience in workforce development, program monitoring, and partner coordination who are passionate about improving access and equity in public workforce systems.
One-Stop System Coordination
Coordinate integrated service delivery across AJC partner programs.
Facilitate communication among partners to ensure effective referrals and co-enrollments.
Align AJC operations with WIOA and local workforce priorities.
Oversight & Compliance
Monitor AJC operations for compliance with DOL and WIC policies.
Track partner contributions, MOUs, and Infrastructure Funding Agreements (IFAs).
Support corrective action planning and compliance reporting.
Partner Engagement
Host and document two (2) AJC Partner Meetings per month.
Facilitate joint training, cross-planning, and communication among system partners.
Customer Service & Continuous Improvement
Conduct customer satisfaction surveys with jobseekers and employers.
Analyze feedback and develop recommendations for service improvement.
Promote accessibility and equity across all AJC operations.
Reporting & Documentation
Prepare and submit monthly compliance and performance reports.
Develop briefings and memos for leadership and stakeholders.
Track MOU/IFA compliance and summarize outcomes in quarterly reports.

Operational improvement recommendations
Bachelor's degree in Workforce Development, Public Administration, or a related field
Minimum 3 years of experience in workforce development, program compliance, or government operations
Working knowledge of WIOA regulations and One-Stop system operations
Excellent written and verbal communication skills
Experience in report preparation, stakeholder facilitation, and compliance monitoring
Competitive hourly rate commensurate with experience. Range 25-40/hr
