Title: Tax Specialist
Department: Treasurer
Status: FLSA Non-Exempt, 37 ½ hours per week, AFSCME Clerical Unit
Salary: Grade C07, FY26 range $58,934.20 - $62,495.52 for steps 1-3 (salary range exceeds the hiring range)

Essential Job Functions

  • Answer incoming calls and assist taxpayers with inquiries related to Real Estate, Personal Property, Excise, and Utility bills.
  • Record bankruptcies/file Proof of Claims as needed.
  • Receive and process Municipal Lien Certificate (MLC) requests.
  • Coordinate daily correspondence with attorneys and mortgage companies.
  • Perform monthly MAX to Munis cross-checks and prepare reconciliation reports.
  • Process monthly adjustments for Real Estate, Personal Property, and Excise Taxes and correct mis-posted payments.
  • Maintain Personal Property bills; coordinate with the Assessors' Office to determine appropriate refunds or transfers.
  • Deputy Tax Collector billings, coordinate excise tax billings, demands, warrants, registry restrictions.
  • Administer past‑due tax accounts and issue collection correspondence.
  • Coordinate and prepare Tax Title documentation; organize, file and track state commitment forms for real estate, personal property, and excise tax.
  • Review, maintain and process all tax refunds.
  • Process Online payments.
  • Other duties as assigned.
  • Associate's degree or two years of post‑high school training in business, accounting, or related field.
  • Four+ years of experience in general clerical and secretarial work.
  • Previous experience in tax administration strongly preferred.
  • General knowledge of local government and its operations helpful; municipal experience strongly preferred.
  • Or any equivalent combination of education and experience.
  • Thorough knowledge of office procedures, practices and terminology.
  • Complete knowledge of the use of office and data processing equipment.
  • Basic knowledge of bookkeeping techniques.
  • Familiarity with pertinent state and local laws relating to departmental operations preferred.

  • Organize time, work independently and accomplish tasks despite frequent interruptions.
  • Maintain detailed statistics, records, and clerical records.
  • Deal effectively and tactfully with the public.
  • Maintain confidential information.
  • Compose correspondence and to prepare, type, and proofread reports as to form.
  • Communicate effectively with the public, co‑workers, other employees, departments, officials, and other agencies.
