What you'll do:
As the Compliance Manager, you will play a key role in strengthening Habitat–Spokane's grant and revenue infrastructure. Reporting to the Chief Financial Officer (CFO), you will build and manage compliance systems across federal, state, local, and other funded programs while ensuring accurate recording and reconciliation of all organizational revenue. You will oversee the full lifecycle of grant management including billing, tracking, and reporting, and lead the transition from spreadsheet-based processes to a structured, NetSuite-driven system, ensuring accurate reporting, strong documentation, and audit-ready internal controls.
Key Responsibilities
- Build, Manage, and Maintain Compliance Systems: Develop and maintain structured, audit-ready systems for all funded programs, including documentation, internal controls, and preparation for internal and external audits and monitoring.
- Grant Lifecycle Oversight: Translate award terms into operational requirements, track deliverables, manage reporting deadlines, and oversee billing/disbursement processes.
- Audit and Monitoring Preparedness: Conduct internal reviews, maintain complete audit trails, run file audits, and ensure documentation is consistent, accurate, and defensible.
- Post-Award Compliance: Ensure adherence to funder-imposed restrictions and long-term requirements (e.g., deed restrictions, affordability periods, eligible household documentation).
- Risk Assessment & Decision Support: Review funding notices/agreements, flag potential compliance risks (e.g., Davis-Bacon, procurement thresholds), and provide clear recommendations to leadership on pursuing or mitigating awards.
- Corrective Actions & Continuous Improvement: Identify gaps or recurring issues in processes or documentation and implement improvements to prevent future compliance findings.
- Cross-Department Coordination: Collaborate with finance, construction, and program staff to ensure compliance obligations are integrated early and documentation aligns with reporting.
- Reporting & Documentation: Ensure narrative and financial reports are accurate, supported by evidence, and consistent across departments; maintain standardized file structures and QA checklists.
- Develop Compliance Tools, SOPs, and Training: Create and maintain standard operating procedures, templates, checklists, and other tools to ensure compliance requirements are clearly translated into operational processes. Provide training and guidance to staff, and support leadership during pre-award and contract negotiations.
- Revenue Management & Reconciliation: Ensure accurate and timely recording and reconciliation of all organizational revenue streams—including grants, funded programs, ReStore sales, and donations—supported by strong documentation and internal controls.
Who you are:
- Minimum of 2 years of experience in grant billing and grant tracking.
- Bachelor's degree in Accounting or equivalent combination of education and relevant experience.
- At least 3 years of progressive experience in an accounting role.
- Experience managing affordable housing–related grants (e.g., Housing Trust Fund contracts) preferred.
- Demonstrated experience building or implementing grant management systems from the ground up.
- Experience administering federal grants, including familiarity with compliance requirements and Single Audit processes.
- Demonstrated commitment to fostering a culture of respect, inclusion, and belonging for individuals of all identities and backgrounds.
- Strong proficiency in Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint) and experience with ERP/accounting systems, such as NetSuite.

The compensation information below is provided in compliance with all applicable disclosure requirements. Base Pay Range: $27.00 - $32.00 per hour. Actual base pay will depend on varying circumstances, including the position, location, individual qualifications, market finances, and other operational business needs.
