Area 1 Highway Maintenance Supervisor

WSDOT is seeking two skilled and motivated leaders to join our team as Area 1 Highway Maintenance Supervisors in Spokane, WA. This is an exciting opportunity to lead the people, resources, and operations responsible for keeping 385 lane miles of roadway, 19 major interchanges, and 53 bridges safe, reliable, and ready for the traveling public. As a key leader within Eastern Region Area 1, you'll oversee day-to-day highway maintenance operations, guide and develop maintenance teams, manage budgets and resources, and coordinate critical emergency response efforts.

Work is generally performed Monday–Thursday on four 10-hour shifts; however, weekends, holidays, night work, and extended hours may be required for emergency response and non-scheduled callouts. The position requires the ability to report to the duty station within 45 minutes, respond in all weather conditions, and participate in rotational night, standby, and call-back assignments.

Among the varied range of responsibilities held within this role, the Highway Maintenance Supervisor will:

• Manage performance through shared vision, values, and accountability.
• Work with employees to build a cohesive team culture grounded in our region's core values, consistent practices, and structures.
• Supervise, budget and schedule maintenance and specialty crews.
• Oversee vegetation management, tree and brush removal, pesticide application, maintaining wetlands.
• Oversee snow and ice control, highway safety features, guardrail and impact attenuator repair, sign replacement, pavement striping and marking.
• Development of the annual maintenance plan including fund availability and staffing requirements.
• Directs and is responsible for the acquisition of materials and supplies.
• Inspect for illegal right-of-way encroachments, roadway safety maintenance needs and signing to ensure state standards and specifications are met.
• Prioritize and assign work to Highway Maintenance Workers and crews, schedule equipment and materials as needed.
• Conduct periodic crew safety and training meetings to ensure safe work practice and compliance with new regulations.

To be considered for this opportunity, the following competencies are required :

• Highway Maintenance & Equipment Operations: Demonstrated knowledge and ability to safely operate heavy equipment and perform roadway and roadside maintenance activities, including snow and ice control, traffic control, pavement repair, drainage maintenance, vegetation management, and related maintenance operations. Ability to apply safe work practices, follow established procedures, and effectively operate equipment in a variety of roadway, weather, and work-zone conditions.
• Safety Leadership: Demonstrated ability to consistently apply safe work practices, identify hazards, follow established safety procedures, and promote a culture of safety while working in high-risk environments.
• Leadership and Crew Coordination: Demonstrated ability to lead and coordinate the work of others by assigning tasks, providing instruction, monitoring work progress, mentoring employees, and promoting teamwork while maintaining positive working relationships.
• Planning and Resource Management: Demonstrated ability to prioritize competing work, allocate personnel and equipment, manage multiple maintenance activities, and adjust priorities in response to emergencies. Demonstrated ability to evaluate roadway conditions, assess risk, make sound operational decisions, and respond appropriately during emergencies.
• Growth Mindset: Actively demonstrates a commitment to learning and growth.
• Service-Oriented: Takes action to meet the needs of others.

The following qualifications are also required :

• Possession a class A CDL, endorsement N (Air Brake restriction removed), to include valid DOT Medical Examiner's Certificate.
• Possession of a valid Traffic Control/Flagging card, or ability to obtain within 6 months.
• Possession of first Aid Certification, or ability to obtain within 6 months
• Possession of or ability to obtain a Washington State Pesticide Applicator's License within twelve months of hire.
• Ability to maneuver and transport various materials and/or equipment weighing up to 50 pounds.
• Ability to work nights, weekends, holidays, and perform emergency callouts/stand-by 24 hours a day, 7 days a week.
• Ability to respond to assigned duty station with 45 minutes of an afterhours callout.
• Ability to traverse rough, steep, and uneven terrain and work elevated heights, above 25 feet over land or water.

It is preferred that qualified candidates also demonstrate:

• Highway Maintenance & Crew Leadership: Demonstrated knowledge and experience performing roadway and roadside maintenance activities, with the ability to lead, coordinate, and support maintenance crews in completing work safely, efficiently, and in accordance with established standards and procedures.
• Budget & Resource Management: Demonstrated ability to develop and manage budgets, monitor expenditures, prioritize resources, and make sound decisions to effectively support highway maintenance operations and organizational priorities.
• Emergency Response & Incident Management: Demonstrated ability to respond effectively to emergencies, highway incidents, and unplanned events; assess changing conditions, prioritize resources, communicate critical information, and coordinate response activities using established emergency management and Incident Command System (ICS) principles.

This recruitment may also be used to fill additional positions per business needs. This position is not eligible for remote work. Work is performed primarily outdoors in all weather conditions and often near moving traffic and heavy equipment, requiring heightened situational awareness and strict adherence to safety practices. The role involves physically demanding tasks, including deploying traffic control devices, flagging, and operating maintenance vehicles and equipment, with extended periods of standing and walking. Employees must wear appropriate PPE at all times.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
