Prevention and Community Health - Adolescent Health Program

This home-based (remote) position is open to Washington residents and those residing on the ID/WA and OR/WA borders. Quarterly in-person fieldwork throughout WA would be communicated in advance.

This is a non-permanent, full-time position with a duration of approximately 12 months.

The Washington State Department of Health (DOH) is dedicated to protecting and improving the health of all people in Washington. Within the Prevention and Community Health Division, the Thriving Children and Youth Section partners with communities across the state to improve access to health services, strengthen systems that support children and families, and advance health equity.

The Adolescent Behavioral Health Coordinator plays a key role in improving behavioral health services for adolescents and young adults throughout Washington. This position helps coordinate the implementation of legislation expanding behavioral health services in School-Based Health Centers (SBHCs), works closely with statewide partners to improve access to care, and helps ensure programs are implemented effectively and equitably. In addition, this position oversees regional suicide prevention initiatives and supports innovative projects designed to improve behavioral health access for youth across Washington.

This role is ideal for someone who enjoys building partnerships, managing complex initiatives, and creating meaningful system-level improvements that positively impact children, youth, and families.

Key Responsibilities Include

• Develop, manage, and monitor interagency agreements, contracts, and funding opportunities that support adolescent behavioral health initiatives.
• Award and oversee grant funding to expand behavioral health services within School-Based Health Centers.
• Develop monitoring plans to ensure funded partners meet program objectives, deliver high-quality products, and maintain accountability for grant funds.
• Partner with DOH epidemiologists and program partners to establish data collection, reporting, evaluation, and performance monitoring systems.
• Review program outcomes and use data to inform continuous improvement and strengthen behavioral health services for youth.

Lead School-Based Behavioral Health Initiatives

• Coordinate implementation of legislation expanding behavioral health services within School-Based Health Centers.
• Develop and manage project plans, timelines, and deliverables to support successful implementation.
• Collaborate with internal and external partners to align priorities, address challenges, and ensure legislative objectives are met.
• Provide technical assistance to School-Based Health Centers and partners implementing evidence-based and evidence-informed behavioral health practices.

Advance Access to Pediatric Behavioral Health Services

• Plan and implement special projects that improve access to mental health services for children, adolescents, and young adults.
• Support initiatives addressing youth behavioral health challenges.
• Expand access to mental health and autism screening and evaluation services.
• Build partnerships that strengthen coordinated systems of care for youth and families.

Provide Behavioral Health Expertise and Technical Assistance

• Serve as a subject matter expert on adolescent behavioral health.
• Provide consultation and guidance to schools, health care providers, community organizations, and other partners.
• Support partners in implementing effective, equitable, and culturally responsive behavioral health programs.
• Represent the Department on statewide committees, advisory groups, and collaborative initiatives.

Build Partnerships and Advance Health Equity

• Develop and maintain collaborative relationships with state agencies, schools, health care systems, community organizations, and tribal partners.
• Facilitate cross-sector planning efforts to improve coordination and access to behavioral health services.
• Apply an equity and racial justice lens to program planning, implementation, evaluation, and continuous improvement.

Required Qualifications

Seven years of project, grant, or contract management experience leading collaborative efforts with diverse partners, specifically communities historically furthest from educational justice.

AND

Seven years of state or local experience with community development, youth development, community mobilization, community planning, or community systems development, with a focus on adolescent health

AND

Experience serving as a behavioral health subject matter expert and advisor, including representing programs on advisory committees, providing technical assistance to partners, and advancing equitable behavioral health services

Preferred Qualifications

• Experience working with maternal and child health populations, particularly children and adolescents.
• Experience working with comprehensive children and adolescent health care.
• Experience working with diverse parties; demonstrated success achieving project goals with culturally grounded approaches.

Working Conditions:

The following describes the working conditions of this position, with or without reasonable accommodation.

Work Setting:

• This position is Home-based (Remote Optional); Although the position's work requires occasional in-person attendance to perform duties at various locations throughout Washington state, the official duty station for this position is home-based.
• When not traveling for work the incumbent may work from home, a DOH facility, or remotely from an alternative location. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.

Schedule:

• 40 hours per week when necessary to perform the core functions of the position. Standard business hours are Monday – Friday from 8 a.m. to 5:00 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs

Travel Requirements:

• Travel occasionally, as needed, either alone or with another person, overnight, for several days and/or out of state. Willing and able to legally operate a state- or privately-owned vehicle OR provide alternative transportation while on state business.

Tools and Equipment:

• This position may require frequent phone conversations while looking up information on the computer. Duties require the use of standard office furniture and equipment (e.g., desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.)

Customer Interactions:

• Daily contact with office-level managers and staff.
• Frequent contact with other state, federal, and national stakeholder organizations.
• Frequent interactions with program partners and stakeholders. Some presentations to stakeholders.
